Portugal Just Made Life Easier for Foreign Residents – Here’s How

Navigating bureaucracy in a new country can be daunting, but Portugal has just made things a little easier. As of this week, foreign nationals residing legally in the country can now obtain three essential identification numbers in a single application—streamlining a process that was previously time-consuming and fragmented.

Until now, securing a Tax Identification Number (NIF), a Social Security Number (NISS), and a National Health Service Number (NNU) meant multiple visits to different government offices. With this new measure, applicants can now submit a single request, either in person at selected Espaços Cidadão or online using the Chave Móvel Digital.

A More Efficient System

This initiative is part of the government’s Plano para as Migrações and Simplex reforms, designed to modernise and simplify administrative processes. By consolidating these applications, the system eases pressure on public services while making life considerably smoother for foreign residents.

Currently, the service is available at ten Espaços Cidadão across Portugal, including Lisbon, Porto, Faro, Loures, Oeiras, Cascais, Setúbal, Lagos, Olhão, and Braga. The plan is to extend it to the entire network of over 930 citizen service centres nationwide.

Breaking Down Language Barriers

Understanding legal processes in a foreign language can be challenging, which is why an online virtual assistant has been introduced at gov.pt. Available in 12 languages, this tool guides applicants through each step, ensuring clarity and accessibility.

How to Apply

  • Online: If you have Chave Móvel Digital, you can complete the process remotely.
  • In Person: Visit a designated Espaço Cidadão for assistance.
  • By Phone: Call Linha Cidadão (+351 210 489 010) for further guidance.
